This is the first volume of a four-volume set that will reprint in their entirety the texts of 72 pamphlets relating to the Anglo-American controversy that were published in America in the years 1750–1776. They have been selected from the corpus of the pamphlet literature on the basis of their importance in the growth of American political and social ideas, their role in the debate with England over constitutional rights, and their literary merit. All of the best known pamphlets of the period, such as James Otis’s Rights of the British Colonies (1764), John Dickinson’s Farmer’s Letters (1768), and Thomas Paine’s Common Sense (1776) are to be included. In addition there are lesser known ones particularly important in the development of American constitutional thought: Stephen Johnson’s Some Important Observations (1766), John Joachim Zubly’s An Humble Enquiry (1769), Ebenezer Baldwin’s An Appendix Stating the Heavy Grievances (1774), and Four Letters on Interesting Subjects (1776). There are also pamphlets illustrative of the sheer vituperation of the Revolutionary polemics, and others selected for their more elevated literary merit. Both sides of the Anglo-American dispute and all genres of expression—poetry, dramatic dialogues, sermons, treatises, documentary collections, political “position papers”—that appeared in this form are included.
Each pamphlet is introduced by an essay written by the editor containing a biographical sketch of the author of the document, an analysis of the circumstances that led to the writing of it, and an interpretation of its contents. The texts are edited for the convenience of the modern reader according to a scheme that preserves scrupulously the integrity of every word written but that frees the text from the encumbrances of eighteenth-century printing practices. All references to writings, people, and events that are not obvious to the informed modern reader are identified in the editorial apparatus and where necessary explained in detailed notes.
This first volume of the set contains the texts of 14 pamphlets through the year 1765. It presents, in addition, a book-length General Introduction by Bernard Bailyn on the ideology of the American Revolution. In the seven chapters of this essay the ideological origins and development of the Revolutionary movement are analyzed in the light of the study of the pamphlet literature that went into the preparation of these volumes. Bailyn explains that close analysis of this literature allows one to penetrate deeply into the colonists’ understanding of the events of their time; to grasp more clearly than is otherwise possible the sources of their ideas and their motives in rebelling; and, above all, to see the subtle, fundamental transformation of eighteenth-century constitutional thought that took place during these years of controversy and that became basic doctrine in America thereafter.
Bailyn stresses particularly the importance in the development of American thought of the writings of a group of early eighteenth-century English radicals and opposition politicians who transmitted to the colonists most directly the seventeenth-century tradition of anti-authoritarianism born in the upheaval of the English Civil War. In the context of this seventeenth- and early eighteenth-century tradition one sees the political importance in the Revolutionary movement of concepts the twentieth century has generally dismissed as mere propaganda and rhetoric: “slavery,” “conspiracy,” “corruption.” It was the meaning these concepts imparted to the events of the time, Bailyn suggests, as well as the famous Lockean notions of natural rights and social and governmental compacts, that accounts for the origins and the basic characteristics of the American Revolution.
The first Europeans to set foot on North America stood in awe of the natural abundance before them. The skies were filled with birds, seas and rivers teemed with fish, and the forests and grasslands were a hunter’s dream, with populations of game too abundant and diverse to even fathom. In 1910 John Merven Carrère, a Paris-trained American architect, wrote, “Learning from Paris made Washington outstanding among American cities.” The five essays in Paris on the Potomac explore aspects of this influence on the artistic and architectural environment of Washington, D.C., which continued long after the well-known contributions of Peter Charles L’Enfant, the transplanted French military officer who designed the city’s plan.
Isabelle Gournay’s introductory essay provides an overview and examines the context and issues involved in three distinct periods of French influence: the classical and Enlightenment principles that prevailed from the 1790s through the 1820s, the Second Empire style of the 1850s through the 1870s, and the Beaux-Arts movement of the early twentieth century. William C. Allen and Thomas P. Somma present two case studies: Allen on the influence of French architecture, especially the Halle aux Blés, on Thomas Jefferson’s vision of the U.S. Capitol; and Somma on David d’Angers’s busts of George Washington and the Marquis de Lafayette. Liana Paredes offers a richly detailed examination of French-inspired interior decoration in the homes of Washington’s elite in the late nineteenth and early twentieth centuries. Cynthia R. Field concludes the volume with a consideration of the influence of Paris on city planning in Washington, D.C., including the efforts of the McMillan Commission and the later development of the Federal Triangle complex.
The essays in this collection, the latest addition to the series Perspectives on the Art and Architectural History of the United States Capitol, originated in a conference held by the U.S. Capitol Historical Society in 2002 at the French Embassy’s Maison Française.

The First Complete History of the Military Force of Colonial Pennsylvania, a Volunteer Body Created as a Practical Response to the Ideal of Pacifism
Known at various times as the Military Association of Pennsylvania, the Pennsylvania Association, or simply Associators, this long-neglected organization represented a new constituency in Pennsylvania politics and by extension, a new American response to arbitrary rule. Organized on December 7, 1747, at Philadelphia, the Military Association, an all-volunteer military establishment pledged to the defense of Pennsylvania, served as the de facto armed force for Pennsylvania, a colony whose leadership, a loose coalition of Quaker and German pacifists, land barons, and merchants, foreswore military preparedness on religious and ideological grounds. For the Associators, including their most noted supporter, Benjamin Franklin, a defenseless colony was no longer practical. During the War of Austrian Succession and again in the Seven Years’ War, Associators organized defense efforts in defiance of the Pennsylvania colonial leadership. Associators also helped defend American Indian refugees against the infamous Paxton Boys in 1764. By 1775, Associators found themselves as the colony’s only legitimate military leadership and, by capitalizing on electoral gains in the lead up to the American Revolution, Associators assumed offices vacated by former officials. During the critical battles of 1776, the Associators in their distinctive round hats and brown coats proved a decisive asset to the Continental Army.
In The Pennsylvania Associators, 1747–1777, historian Joseph Seymour has painstakingly researched primary source materials in order to write the first comprehensive history of this influential organization. Seymour demonstrates that while the Pennsylvania Associators contributed to success in the campaigns in which they fought, particularly the battles of Trenton and Princeton, a more fascinating and important investigation are the concerns that motivated these men. Associators considered military service in defense of their religious and civil liberties as a natural right. For three decades, Associators demonstrated that belief in and out of uniform. In a colony founded on religious exceptionalism, Associators saw themselves as faithful soldiers and active agents against leadership by entitlement, a principle guiding our government today.
In this book about families--those of the various native peoples of southern New England and those of the English settlers and their descendants--Gloria Main compares the ways in which the two cultures went about solving common human problems. Using original sources--diaries, inventories, wills, court records--as well as the findings of demographers, ethnologists, and cultural anthropologists, she compares the family life of the English colonists with the lives of comparable groups remaining in England and of native Americans. She looks at social organization, patterns of work, gender relations, sexual practices, childbearing and childrearing, demographic changes, and ways of dealing with sickness and death.
Main finds that the transplanted English family system produced descendants who were unusually healthy for the times and spectacularly fecund. Large families and steady population growth led to the creation of new towns and the enlargement of old ones with inevitably adverse consequences for the native Americans in the area. Main follows the two cultures into the eighteenth century and makes clear how the promise of perpetual accessions of new land eventually extended Puritan family culture across much of the North American continent.
This impressive scholarly debut deftly reinterprets one of America's oldest symbols--the southern slave plantation. S. Max Edelson examines the relationships between planters, slaves, and the natural world they colonized to create the Carolina Lowcountry.
European settlers came to South Carolina in 1670 determined to possess an abundant wilderness. Over the course of a century, they settled highly adaptive rice and indigo plantations across a vast coastal plain. Forcing slaves to turn swampy wastelands into productive fields and to channel surging waters into elaborate irrigation systems, planters initiated a stunning economic transformation.
The result, Edelson reveals, was two interdependent plantation worlds. A rough rice frontier became a place of unremitting field labor. With the profits, planters made Charleston and its hinterland into a refined, diversified place to live. A concise legal history of Illinois through the end of the nineteenth century, Prairie Justice covers the region’s progression from French to British to early American legal systems, which culminated in a unique body of Illinois law that has influenced other jurisdictions. Written by Roger L. Severns in the 1950s and published in serial form in the 1960s, Prairie Justice is available now for the first time as a book, thanks to the work of editor John A. Lupton, an Illinois and legal historian who also contributed an introduction.
Illinois’ legal development demonstrates the tension between two completely different European legal systems, between river communities and prairie towns, and between agrarian and urban interests. Severns uses several rulings—including a reconstitution of the Supreme Court in 1824, slavery-related cases, and the impeachment of a Supreme Court justice—to examine political movements in Illinois and their impact on the local judiciary. Through legal decisions, the Illinois judiciary became an independent, co-equal branch of state government. By the mid-nineteenth century, Illinois had established itself as a leading judicial authority, influencing not only the growing western frontier but also the industrialized and farming regions of the country. With a close eye for detail, Severns reviews the status of the legal profession during the 1850s by looking new members of the Court, the nostalgia of circuit riding, and how a young lawyer named Abraham Lincoln rose to prominence.
Illinois has a rich judicial history, but that history has not been adequately documented until now. With the publication of Prairie Justice, those interested in Illinois legal history finally have a book that covers the development of the state’s judiciary in its formative years.
Protecting the Empire’s Frontier tells stories of the roughly eighty officers who served in the 18th (Royal Irish) Regiment of Foot, which served British interests in America during the crucial period from 1767 through 1776. The Royal Irish was one of the most wide-ranging regiments in America, with companies serving on the Illinois frontier, at Fort Pitt, and in Boston, New York, and Philadelphia, with some companies taken as far afield as Florida, Spanish Louisiana, and present-day Maine. When the regiment was returned to England in 1776, some of the officers remained in America on staff assignments. Others joined provincial regiments, and a few joined the American revolutionary army, taking up arms against their king and former colleagues.
Using a wide range of archival resources previously untapped by scholars, the text goes beyond just these officers’ service in the regiment and tells the story of the men who included governors, a college president, land speculators, physicians, and officers in many other British regular and provincial regiments. Included in these ranks were an Irishman who would serve in the U.S. Congress and as an American general at Yorktown; a landed aristocrat who represented Bath as a member of Parliament; and a naval surgeon on the ship transporting Benjamin Franklin to France. This is the history of the American Revolutionary period from a most gripping and everyday perspective.
An epilogue covers the Royal Irish’s history after returning to England and its part in defending against both the Franco-Spanish invasion attempt and the Gordon Rioters. With an essay on sources and a complete bibliography, this is a treat for professional and amateur historians alike.
The whole destiny of America is contained in the first Puritans who landed on these shores, wrote de Tocqueville. These newcomers, and the range of their intellectual achievements and failures, are vividly depicted in The Puritans in America. Exiled from England, the Puritans settled in what Cromwell called “a poor, cold, and useless” place—where they created a body of ideas and aspirations that were essential in the shaping of American religion, politics, and culture.
In a felicitous blend of documents and narrative Alan Heimert and Andrew Delbanco recapture the sweep and restless change of Puritan thought from its incipient Americanism through its dominance in New England society to its fragmentation in the face of dissent from within and without. A general introduction sketches the Puritan environment, and shorter introductions open each of the six sections of the collection. Thirty-eight writers are included—among these Cotton, Bradford, Bradstreet, Winthrop, Rowlandson, Taylor, and the Mathers—as well as the testimony of Anne Hutchinson and documents illustrating the witchcraft crisis. The works, several of which are published here for the first time since the seventeenth century, are presented in modern spelling and punctuation.
Despite numerous scholarly probings, Puritanism remains resistant to categories, whether those of Perry Miller, Max Weber, or Christopher Hill. This new anthology—the first major interpretive collection in nearly fifty years—reveals the beauty and power of Puritan literature as it emerged from the pursuit of self-knowledge in the New World.
